According to Robert’s Rules of Order, “After an agenda has been adopted by the assembly, no change can be made in it except by a two-thirds vote, a vote of a majority of the entire membership, or unanimous consent.” (p. 373) Does this mean (1) that after the assembly has approved the agenda, a member may not add another item to the agenda except by a two-thirds vote; or (2) that only the general order of business (approval of minutes, committee reports, unfinished business, new business, etc.) is constrained by the adoption of the agenda and, hence, new items may subsequently be added spontaneously by any member without a two-thirds vote? This does not change, and is stable from meeting to meeting, from year to year. It is not adopted (in the way an agenda is adopted). -- The order of business can be amended, but this isn't the thing which is "adopted" at the top of every meeting. *** >> 1) after the assembly has approved the agenda, a member may not add another item to the agenda except by a two-thirds vote. A member may insert his preferred item of business either (a.) by amending the agenda, or (b.) by moving to suspend the rules to entertain a single item when "amidst ships." New items may not be added to the agenda after its adoption except by a two-thirds vote, a vote of a majority of the entire membership, or unanimous consent. After all items on the agenda have been completed, however, members are free to introduce new items under New Business, without needing to add them to the agenda.
