The previous resolutions each contained a list of items, and one of the listed items needs to be “removed” from those resolutions. Do they need to act on a new resolution to rescind the specific portions, or can they make a amend those portions of the previous resolutions in a simple motion? I don't know what you mean by distinguishing between a new resolution and a simple motion, there's no such categories in RONR. To adopt a motion to Amend or Rescind Something Previously Adopted takes a 2/3 vote, or a majority with previous notice, or a majority of the entire membership, any one of which will suffice.
