So it is anybody's game (armed with a good dictionary) what is intended. *** If taken literally, then you would need the affirmative vote of a number equal to, or exceeding, the quorum number of that board. If taken another way, you would need an ordinary vote, but with a quorum present. Which interpretation was intended? No one knows. Except the original drafter, perhaps. *** WAIT! Since original poster (Manny Strass) has 3 identical posts, let's scrap this one with the title of "mr", and answer one of Manny Strass's other posts with a better title, "Quorum vote".
