If you do let them attend, however, they can also be removed at any time during the meeting, either by a majority vote, or, if one or more of them become disruptive, by the chair acting alone. Granting non-members the right to enter debate and/or make motions will require a two-thirds vote since you will be suspending the rules to allow that.
