Non-members have no right to attend the meeting, but the members can choose to let them attend. If you do let them attend, however, they can also be removed at any time during the meeting, either by a majority vote, or, if one or more of them become disruptive, by the chair acting alone. Granting non-members the right to enter debate and/or make motions will require a two-thirds vote since you will be suspending the rules to allow that. As you have noted, non-members can never be granted the right to vote.
