We regularly have accepted agenda items for discussion without motions to discuss, but when one council member does not like the topic, he selectively shuts it down with "Point of order, no motion to discuss". First of all, the chair must rule the point of order well taken, and if this happens, an appeal can be taken from the ruling of the chair and a majority or tie vote will be needed to sustain it.
