amendments

When an amendment is being debated on the floor, can an elected official on the board obtain the floor to debate?  I ask the question because it would be the norm for members in the audience to rise and be recognized for debate, but the elected officers should already have been briefed on what is on the agenda and how and why.  I think it would be out of the ordinary but is it proper?

Unless of course this belief is based on the fact that the member of the board is not a member of the general membership, which is unusual but not unheard of.
