Guest keith humphrey Posted February 12, 2017 at 02:18 PM Report Share Posted February 12, 2017 at 02:18 PM Can the parliamentarian make a motion? Also, can the call to question occur if a question asked to the motion is not responded to?
Joshua Katz Posted February 12, 2017 at 03:20 PM Report Share Posted February 12, 2017 at 03:20 PM The parliamentarian cannot make motions or participate in debate, nor vote (unless a member and the vote is by ballot). Your organization could adopt a special rule of order to allow a member-parliamentarian to exercise such rights. I have no idea what the second question means, but my guess is that the answer is no.
