Alveshire Posted June 28, 2017 at 01:11 PM Report Share Posted June 28, 2017 at 01:11 PM As a meeting comes to order regarding whether a lake district should give a large monetary donation or not to the Village government for a capital improvement of a dam, is the first thing to be done a motion on this, whether it is yes or no, and seconded, then a lengthy discussion? Or is that the cart before the horse? Procedurally, do we discuss it completely and then have a motion and re-discuss it, or is the first thing a motion to vote and then discuss the issue? Alveshire said: is the first thing to be done a motion on this, whether it is yes or no, In addition to what Mr. Mervosh said, unless the circumstances are wildly different than what I am imagining, a motion to not give the donation would be out of order, since it is a motion to take no action, and its adoption would have no effect.
