Guest Angela Posted July 12, 2017 at 09:09 PM Report Share Posted July 12, 2017 at 09:09 PM Good afternoon, Our chapter president dictates tasks and other policies on a regular basis. I know the presiding officer has the right to set procedures for expedition of meetings, but our president is setting procedures that are contrary to our bylaws and, what I believe to be, RONR. She states that it is within her authority to do so. Additionally, she states that other officers and chairs are subordinate to her and that if we disagree or don't do as we say we are being insubordinate. What authority does a chapter president/presiding officer have over members, officers, and chairs? Thanks!
George Mervosh Posted July 12, 2017 at 09:11 PM Report Share Posted July 12, 2017 at 09:11 PM She only has the authority granted to her by the bylaws and the parliamentary authority, but based on your short set of facts it seems like she is taking things too far. She'll need to cite what authority she thinks she has other than what's stated in the bylaws and RONR.
Guest Angela Posted July 12, 2017 at 09:22 PM Report Share Posted July 12, 2017 at 09:22 PM Thanks a bunch, George. You have been helpful to me. That is my understanding of RONR.
Joshua Katz Posted July 12, 2017 at 09:28 PM Report Share Posted July 12, 2017 at 09:28 PM The response to such proclamations is "oh, you have the authority? How and where was it granted?" "Oh, they're subordinate to you and asking you to follow the rules we have all agreed upon is insubordination? What is the source for that?" Make them show you their work, not the other way around. Guest Angela Posted July 12, 2017 at 10:25 PM Report Share Posted July 12, 2017 at 10:25 PM Thanks, Joshua. I've already tried that, and her responses don't add up, which is why I'm here looking for clarity. I appreciate your confirmation as well. Richard Brown Posted July 12, 2017 at 10:36 PM Report Share Posted July 12, 2017 at 10:36 PM The president has only such authority as the bylaws specifically grant to her.

Ensure that the procedures are followed? Yes. But (arbitrarily/unilaterally) set them? Probably not.
