Our organization of 200 members voted on new board members. We have 8 bd members. There was a tie for 8 th place. What are our options?

You only have one option. Vote again for the eighth position. All candidates remain on the ballot, except for the seven that have already been elected.

I believe (correct me if I am wrong) another option would be for one of those tied for eighth to withdraw or concede.

I don't think so.  If neither got a majority, then neither is elected, concession or not.  Withdrawing would allow a name to be dropped from the ballot, but another round of balloting would, I believe, be required, and write-ins would be allowed.
