What rights do members have that have accepted there membership to a board, but with provisions?

There is no such thing in a RONR as membership “with provisions.” You’re either a member or you’re not. If your bylaws include this “with provisions” rule, you will need to look to those rules to answer your question. If your bylaws have no such rule, then they have the full rights of membership.

Agreeing, I will add that any "provisions" must be placed in the bylaws, assuming that the position is created in the bylaws.

Not only would a member have full rights, those rights could only be limited by a provision placed in the bylaws or due to disciplinary action.
