Questions related to nonmembers and procedure

If there is a non-member who is attending a meeting of an organization as a guest, and they notice an error regarding parliamentary procedure, are they allowed to make a point of order, or get someone to make one on their behalf, and then they speak about the matter to the chair?

If a guest at a meeting is not actually a parliamentarian and not officially serving in that role, but the guest is the most well-versed on parliamentary procedure, can the chair utilize that person for assistance with parliamentary procedure issues?

A non-member may not raise a point of order (or any motion).  If a member wishes to make a point of order, they may, regardless of whether or not a non-member somehow signaled them to do so.  The chair may consult with anyone they wish, member or not, when deciding a parliamentary matter, but no one may provide advice to the chair absent the chair's request.

He cannot make a Point of Order. He could get someone else to make one, but he still does not get to speak on it unless the assembly suspends the rules to permit it.

Yes, the chairman certainly may ask the guest for advice if he wishes to do so.
