Richard Brown Posted February 13, 2018 at 01:18 AM Report Share Posted February 13, 2018 at 01:18 AM Agreeing with JJ, it requires a majority vote to allow a non-member to address an assembly and a two-thirds vote to allow a non-member to participate in debate. unanimous consent is often used in lieu of a vote in such cases.
