Yes, if the rules in RONR apply.  A main motion requires, for passage, a majority vote, i.e., a majority (more than half) of those present and voting.  Abstentions are not votes, and except in rare cases are not called for, counted, or recorded.

The presence of 3 members satisfies the quorum requirement,  as 3 is more than half of the 5 members.

The vote of 2-0 satisfies the majority requirement, as 2 is more than half of the 2 votes cast. It would also satisfy a 2/3 vote requirement or any higher fraction. A case could be made that it was unanimous, as there were no dissenting votes, but I'm not going to make that case.
