Board members gaining proxies signed to them

Is is legal for Board officers to solicit the signing of proxies to them (the officers) prior to a board meeting?   The Officers of our HOA are passing out meeting notices along with proxies and requesting homeowners go ahead and sign the proxies over to the board member so the homeowners don't have to attend and 'their vote will count.'

"Legal" advice is not given in this forum.

Proxy voting is prohibited under Robert's Rules. If proxies are authorized in your bylaws (or CC&Rs or whatever you call them), then the rules for their proper usage will be found in that document.

Or in the relevant statutes.  So I guess you might need to check with a lawyer.
