Can she serve as the chairman of the nominating committee? I know the Parliamentary can advise the committee but not sure if the if she can be nominated to serve on it. That being said you all will need to decide whether having the Parliamentarian serve on the Nominating Committee (or be its chairman) outweighs any need you may need for her to maintain her impartiality with any upcoming business (especially the elections). Picking up on Mr. Harrison's comments: ""A member of an assembly who acts as its parliamentarian has the same duty as the presiding officer to maintain a position of impartiality, and therefore does not make motions, participate in debate, or vote on any question except in the case of a ballot vote." RONR (11th ed.), p. 467. Therefore it might not be a bad idea to have someone else present the report if he's the chairman of the nominating committee. Oh, I think that if a committee's chairman will be acting as parliamentarian at the meeting at which the committee 's report is to be presented, the committee should certainly choose another one of its members to act as its reporting member.
