Can a committee member be excluded from an executive session?

Not by any provision of the rules in RONR . If he is a member of the committee, he has a right to be given notice of all meetings and to attend and participate in all meetings of the committee.

A workaround can be accomplished by the committee appointing a special sub-committee consisting of all members of the committee minus the non-member. Or, the regular committee could informally meet at a local watering hole to discuss the issue if no formal recommendation is needed.
