Can a sponsor make the initial motion to pass a bill?

We have a student government and follow Robert's Rules. Procedure is to have one Senator sponsor and another cosponsor the bill. One Senator makes a motion to pass the bill, one can second, and then we vote. Is there any issue with the original bill sponsor make the motion to pass the bill?

It sounds like they just restated the requirement that one person proposes a motion and another person seconds it. But ...

As Mr. Katz has pointed out, this is not required by Robert's Rules of Order.

What about debate? Student governments usually love that step of the process . . .

RONR has no rules concerning requiring “sponsors” or “cosponsors” (or “bills,” for that matter), so it has no answer to the question of whether the “sponsor” of a “bill” may make the motion to adopt it. If your organization has its own rules concerning these subjects, your organization will have to interpret them. So far as RONR is concerned, the procedure is simply that one member makes the motion and a different member seconds it.

At first glance, however, I am puzzled as to why there would be any issue with the sponsor and the motion maker being the same person. It would seem logical that these would be the same person.
