Determining a quorum

In a Board of Directors group containing six directors a normal quorum would be four Directors present.  The By-Laws of the group is silent on how the term "present" is to be defined.  Without a specific allowance in the By-Laws can members participating via teleconference be included in the number needed to make a quorum?
