Withdrawing from a ballot before the vote

Nominations closed.  Election set for a month later.  Candidate decides to withdraw their name from consideration three weeks out before the ballots are even printed.  No rules in the bylaws pertaining. 

Make them keep their name on? ..or remove their name before printing the ballots?

Since the ballots have not been printed why not oblige and remove his name? Ballots usually have a blank space for write-ins so if voters feel he should be elected they can still write his name. Eliminating his name did not really change things except perhaps to send a signal that he is no longer seeking the office.

RONR has no specific rule on this matter, but it seems to me that it would be preferable to remove the candidate’s name from the ballot. Leaving a candidate on the ballot who has already indicated that he has no intention of accepting the office does not seem to serve any purpose.

No rules on preparation of the ballots.  There is a motion every year to vote by ballot, with write in capability, during the day of the next meeting.   Poll volunteers check the roster and hand out the ballots. 

The adjutant, me, prints them for this purpose. Typically 40 total votes

Unless the candidate is very popular and the hope is that if he's elected he could be talked into accepting the office.  Worst case is he declines the office and they have to vote again which may or may not be an undue burden on the assembly.
