You'll need to check your local laws or ask an attorney. In assemblies following RONR, however, nobody has 'veto power' unless the bylaws explicitly say so. I have run into such situations several times and in fact I am scheduled to give a presentation to a state meeting of county council members---maybe more things I will not talk about as things I will/can. Certainly local governments of all sorts may (and often do) use RONR as their parliamentary authority, but that does not mean a question about the charter of a local government is a question about RONR.
