I agree with Josh as even in trying to answer such questions you run a high risk of being accused of "practicing law".  I have run into such situations several times and in fact I am scheduled to give a presentation to a state meeting of county council members---maybe more things I will not talk about as things I will/can.  Have I ever "practiced law" (by lawyer definition) probably but will not cite any examples on this forum.

Certainly local governments of all sorts may (and often do) use RONR as their parliamentary authority, but that does not mean a question about the charter of a local government is a question about RONR.
