Time of meeting

Guest Rush County Surveyor

Stated meetings have started at 6 p.m. for several years.  Now a member wants to change the meeting to 4 p.m.  If the majority vote to change the meeting time, is it legal to do so if other member's work hours will prevent them from coming to the meetings?

Whether it is legal or not we cannot tell. You must consult an attorney in order to answer that question.

However, if the majority in a properly noticed and called meeting decide by way of a standing rule to establish a particular time to start their meetings then they have exercised their discretion in this matter even though it may be somewhat inconsiderate to an inconvenienced minority. The alternative would be to inconvenience the majority and that does not seem to be a reasonable outcome.

Well, I suppose this motion to change the starting time will require either a two-thirds vote or a vote of a majority of the entire membership if previous notice (as defined in RONR, 11th ed., on pp. 121-124) has not been given.

Is the starting time set in the bylaws, by some other rule, or just by custom?  This could affect what vote would be required.

But there is no rule in RONR against doing something that is rude or inconvenient for other members.  It is assumed that the appropriate voting threshold along with persuasive debate will win the day.
