Re bringing a previously voted on motion

No.  If the original motion was not adopted it can be made anew by any member at any subsequent session. RONR (11th ed.), p. 336ff

If the motion in question was adopted, any member may move to rescind or amend that motion provided that it is still applicable.  See RONR (11th ed.), p. 305ff
