When a vote is taken by Electronic mail and has received a quorum vote, do you also have to make a motion at the next open meeting

and have recorded in the Minutes?

If your rules do not provide for voting by electronic mail, it would need to be done at a meeting.

RONR prohibits voting by e-mail, unless you have custom rules authorizing it in your bylaws.  And if you do, then you would follow those rules, since RONR has none.
