During a long discussion about the budget, Felix wants to end discussion, as a board member. He is recognized by the Chairman and states "move the question". The Chairman should then ask for a second...gets a second. Then the Chairman asks for a vote to move the question/ end debate on the main motion. The "move the question" motion either is voted down or the "nos" have it and discussion continues on the main motion. The motion is undebatable, and it requires a two-thirds vote for adoption. A voice vote is not proper. Use a rising vote (counted or uncounted), instead.
