Generally, RONR defines a small assembly as one which has not more than about a dozen members, although we may be able to provide more specific guidance if you could clarify the reason for this question. We are in the process of creating a Resident Council (from scratch) in our retirement community and while reading through the 11th edition, we could not find the magical number. The magical number is not more than about a dozen, but this (for all relevant purposes) relates to the size of your Council. It has nothing to do with the size of your total membership.
