If it's correspondence regarding the organization, I would say yes, it is the property of the organization, not the property of any particular president. It should stay with the organization's records or, at a minimum, be turned over to the incoming president. I think it is best kept by the secretary with the other records of the organization. Edited to add: RONR says on page 458 that the secretary is the custodian of the organization's records.
