Asking for new vote on a motion previously defeated

If a motion (to make a donation in this case) was made and seconded, discussed, and defeated by vote in a previous meeting and is brought up without any changes at a subsequent meeting, can a simple majority pass the motion?

I presume the group could adopt a special rule of order to prohibit the motion being brought up again, if it so chose?

Yes. Such a special rule of order would require a 2/3 vote with notice or a vote of a majority of the entire membership for adoption. If adopted, a member would need to first move to Suspend the Rules in order to bring up the motion in question, which would require a 2/3 vote and would not be debatable.
