President voting

I am on the BOD of a dog club. We have a time sensitive vote and can not get one of our Board Members to acknowledge email or phone calls to vote. They are aware of the time sensitive nature of this vote. Can our President vote in their absence?

It is unclear what exactly the circumstances of your situation are.  Can you please clarify your question with more details on how your bylaws specify business is conducted outside of a meeting?

If it is a small board and the president is a voting member, he can vote (p. 488, ll. 18-20).

If you are asking if the president can cast a vote for the absent member, the answer is almost certainly an unequivocal NO!!    However, the president may be able to cast his own vote, depending on the circumstances.  You haven't given us enough information to answer that.

Please check your bylaws. Some organizations have superior bodies whose bylaws require or allow lower-level societies to vote by proxy. I have doubts that your club is one of those organizations, but you never know. So check to make sure.
