President voting

If it is a small board and the president is a voting member, he can vote (p. 488, ll. 18-20).

If you are asking if the president can cast a vote for the absent member, the answer is almost certainly an unequivocal NO!!    However, the president may be able to cast his own vote, depending on the circumstances.  You haven't given us enough information to answer that.
