I am a member of a Baptist Association. We did not elect a position during the last annual session (meeting). The constitution allows the executive board to fill any positions not filled during the annual meeting. 

 

Can the Moderator full the positions left vacant at the annual session or must that action be completed by the Executive Board?

If, as you say “The constitution allows the executive board to fill any positions not filled during the annual meeting,” then the action must be completed by the Executive Board.
