Board reviews its own proposal

We have a committee that has made a controversial proposal. The committee is supposed to get approval from the executive board. However, the committee is made up of board members. The numbers are: 9 voting members of the board (president does not vote accord to our constitution, unless to break a tie); 6 committee members, of which 5 are on the board, ad 1 is the president. Can this board approve the recommendation of the committee?  I have tried to find a relevant passage in RR edition 11, but have come up blank. Our time is short -- advice would be welcome. Thank you.

Thank you for the quick response. I'll make sure the president is aware of that point. I think in this case it is a problem, because of the way it was presented -- I think it was forced on the board with little chance of dissent. I don't have time to explain the details -- but thank you!
