Here in the Great White North (home of the NBA Champions!) The Canadian Parliament defines it as, "To place a document before the House or a committee for consideration or consultation." Using that as a starting point, could it mean a topic that is automatically placed on the agenda? Similar to an assumed motion or a committee report? @NancyB does that fit the context?
