Whenever that motion is pending any member of the assembly can move a substitute. On the other hand, some committees are empowered to actually make decisions and implement them much like a board would do. Whenever they report their activities to the assembly the assembly can countermand those decisions. If this is just an internal matter decided via a motion of some kind then it would appear as though the choices would be a motion to Reconsider or perhaps a motion to Rescind or maybe a motion to Amend Something Previously Adopted. Or is it an actual governing body (or separate entity), such as the State Central Committee of a political organization or "The Committee to Elect John Jones as Mayor"? Committees make recommendations to the parent body which is free to reject, adopt (in whole or in part), amend, or completely ignore the suggestions.
