Reverse action by committee

Committees usually submit recommendations to the body that appointed it. Whenever that motion is pending any member of the assembly can move a substitute. On the other hand, some committees are empowered to actually make decisions and implement them much like a board would do. Whenever they report their activities to the assembly the assembly can countermand those decisions. If this is just an internal matter decided via a motion of some kind then it would appear as though the choices would be a motion to Reconsider or perhaps a motion to Rescind or maybe a motion to Amend Something Previously Adopted. Take your pick.

Is this "committee" a committee in the usual sense of the word that reports to a parent body as described by Guest Zev above?  Or is it an  actual governing body (or separate entity), such as the State Central Committee of a political organization or "The Committee to Elect John Jones as Mayor"?

Then going back to the original question, such committees typically have no power to take action, and so reversing such actions is not something that comes up.  Committees make recommendations to the parent body which is free to reject, adopt (in whole or in part), amend, or completely ignore the suggestions.
