Would abstentions be considered blanks? No, Robert's Rules states that it would be "... more than half of the votes cast by persons entitled to vote, excluding blanks or abstentions ..." And in the case of an abstention, such that there are 4 votes in favour of rescinding, 2 opposed, and 1 abstention, has 2/3rd majority been achieved, if it is in fact necessary?
