What is the Parliamentary procedure if the Chair, Vice Chair and Secretary are absent at the time of the regularly scheduled meeting? In our case the Executive Committee consists of  a Chair, Vice Chair, Secretary, Treasurer and an RCM (Regional Delegate).

Any member calls the meeting to order and conducts an election for temporary chairman, who then conducts an election for temporary secretary as well as the rest of the meeting (until the chair or vice chair arrives).

Amy member can "take charge". call the meeting to order, then immediately (his being "in charge" may not last for long) run an election for a chairman pro tem, and a secretary, who will then preside over the remainder of the meeting, taking care of whatever business is appropriate for the members to consider.

You elect a chair pro tem, and a secretary pro tem.  But if there are only five members on the Executive Committee, a quorum would ordinarily be three.  If all that's left are the Treasurer and RCM, it doesn't appear you'd be able to do much after that except adjourn.

That's if you assume that it's a meeting of the executive committee. I got the impression that this is a meeting of some larger group.
