Revisiting a dead motion

At our first annual meeting (we meet quarterly) in December 2018,  a motion was made to expand the Board from 3 to 5 members (allowed by the By-Laws). The motion failed to get a second and died. That Board member now wants another vote on the same motion at the next annual meeting in November. Same Board members are serving. No new information is available. Should we allow this on our agenda for the next meeting?

There is no prohibition in bring this up again at any regular or properly called meeting, assuming it is in order to begin with and if prior notice is required, that it is properly given.

Certainly.  It's not clear who "we" is or why "we" believes that the agenda is "ours" and not the members', but in any case if the motion was in order last year, it's presumably in order this year as well, and next year too, if it fails this time.
