Punishing members so they will resign

Is it ever an acceptable strategy to launch personal attacks on a person that you don’t like, and would like to resign? Also interrupting them constantly when they speak, make underhanded comments etc.

The Chair has initiated this and a couple of others are now joining in.

Seems to be working... they have not resigned yet, but the target has had a full mental breakdown and is now close to non-functional in their daily lives.

I’m one of two who are on the fence. We’re afraid if we don’t join in, they’ll do it to us too.

There is no fence.  Personal attacks are prohibited. 

The duty of the chair is to enforce this rule, not to be the primary lawbreaker.  But it is also the duty of every member to call to order anyone who engages in personal attacks.
