Assessing Fees not in bylaws

Hello all, I am new to RRO. I have read and reread and can not find an answer. If someone could guide me to the proper section that would be great. When assessing additional fees beyond what is in the bylaws, can a motion be made and voted on in the same general meeting? Would this be considered a bylaw amendment even if it is just a one time fee?

"Members cannot be assessed any additional payment aside from their dues unless it is provided for in the bylaws. "  RONR (11th ed.), p. 572

To assess a fee that's not specifically authorized by the bylaws will require the organization to amend its bylaws to allow it or it cannot be assessed.
