An organization's previously adopted by-laws provide that all subsequent amendments must be submitted to the Board 45 days prior to Convention and presented to the body 30 days before Convention. The Board properly presented an amendment raising annual dues from $100 to $110. Can a member move to amend this by-law proposal to reduce the dues to $10 or to zero?
