Guest Paul Beck Posted October 29, 2019 at 08:23 PM Report Share Posted October 29, 2019 at 08:23 PM When and/ or how can a member of a board or council ask for clarification from an audience member offering public comment on a topic during a meeting. Chris Harrison Posted October 29, 2019 at 08:34 PM Report Share Posted October 29, 2019 at 08:34 PM Those details should be fleshed out in any rules you all adopted governing how public comment is taken. If it were a member speaking in debate there would be a way to inquire if the member would allow a question (which he would be under no obligation to allow) but that wouldn't necessarily be applicable to a nonmember (very likely wouldn't be). See RONR pp. 294-295 for details.
George Mervosh Posted October 29, 2019 at 08:38 PM Report Share Posted October 29, 2019 at 08:38 PM (edited) I agree with Mr. Harrison and would simply add that your Request for Information (see the cited pages) would be directed to the chair, who can then solicit the additional information from the person making the comments, or the chair can simply answer it himself if he knows the answer. You just don't want a back and forth between the board members and those addressing the board, just as you don't want a back and forth between the board members themselves.
