It never went to a vote, but the word was used by the motion- maker. The city manager says the minutes cant be changed. They have not been approved yet. Joshua Katz Posted November 10, 2019 at 09:31 PM Report Share Posted November 10, 2019 at 09:31 PM I don't know why your city manager (is he a member of the body? does his opinion matter?) says that, but when the minutes are pending for approval, an amendment may be adopted by a majority vote. Even after they are approved (everyone happy?), they can be amended by a 2/3 vote, a majority vote with notice, or a vote of the majority of the entire membership, any one of which will suffice. The whole point of reading and approving the minutes is to make sure they are correct--and if incorrect, to correct them. When the minutes are pending, offer a correction to strike "rescinded" and insert "withdrawn". That's what was actually done, even if it was called something else at the time.
