Inclusion of committees reports at a board meeting.

The monthly board meetings of our 55+ community are unnecessarily lengthy (3-4 hours).   Most of the time is taken up with residents discussing their opinions on agenda items and routine committee reports.  Our by-laws permit residents to comment on agenda items prior to the board meeting, but makes no mention of committee reports.  Is it proper for the President to ask committee chairs to submit reports in advance of the meeting to be included as attachments to the minutes and mentioned in the announcements only?

I don't see why that would be necessary.  Since residents are permitted to comment on agenda items prior to the meeting (I suspect this really means at the beginning of the meeting, or it doesn't make much sense) then once those comments have been made and the business of the meeting resumed, residents should no longer be commenting on anything.
