Allow Associate Members to Vote

In our dues paying organization, Active members are allowed to vote but our Associate members are not as stated in our bylaws.  We are presenting a proposed bylaw change to increase the dues of all members.  We will want to allow the Associate members to vote as this affects their finances.  Can a motion be made to suspend the bylaw to allow them to vote?  And, if so, can it be done in the board meeting only or will it need to be presented to the membership?
