RONR provides that the chairman is one of the minimum essential officers for a deliberative assembly. If there is no permanent chairman, a Chairman Pro Tempore will need to be elected at each meeting.

As to whether the organization can function effectively without a permanent chairperson, I’ll leave that to your own observations.
