RONR does not have anything called “Call to the Public.” Based on my Google search, I understand that this refers to a period set aside for the public to address the assembly in a public body. Please correct me if this term is used differently in this assembly. RONR does not grant persons who are not members of the assembly any rights to speak at all. It is entirely at the discretion of the assembly whether to permits nonmember to speak and, if so, for how long. It is possible that there is something on this subject in the assembly’s rules or in applicable law.
