If the treasurer position is up this year can a member of the board run for that position if there in the middle of their term? No rule in RONR prohibits them from running for a different position and no rule in RONR requires them to resign from their current position to do so, therefore the answers are Yes and Yes. If the term of office of treasurer is for 2 years according to your bylaws, he will serve as treasurer for 2 years, because your bylaws say so. No rule in RONR says that his service time in another office counts towards a new office which he is elected to.
