Ratification

Probably out of the limits of this forum but I was wondering if the House passes the virus stimulus package by voice vote, can they then ratify it once they all return to DC? Not unlike a similar situation in RONR.

Assuming that the House operated under RONR, the situation could not occur as it did.  A member might object to unanimous consent, but a member could not require a roll call vote.  There was a quorum present.

The motion passed on a voice vote while a quorum was present.  There's nothing left to ratify; it passed.

The attempt to seek a recorded vote failed.

Tomm, If the House passes the stimulus package by voice vote... well, the stimulus package passes (assuming a quorum was preasent). There is no requirement, either in the Constitution or in the law, that all votes of the House must be by "yeas and nays" (which appears to be what you are assuming to be true). By Constitutional provision, one-third of the members have the power to order a recorded vote...but they don't have to. And in this case, they apparently didn't.   :)
