Some organizations have a special rule of order that a motion for the previous question is in order only if it is made prior to making any remarks in debate. But the rules in RONR do not require this. The motion for the previous question may be made at any time that a member has the floor. However, the motion for the Previous Question must be seconded, and requires a two-thirds vote for adoption. "Calling" the question is a misnomer. Rob Elsman Posted April 19, 2020 at 06:49 PM Report Share Posted April 19, 2020 at 06:49 PM In addition to Mr. Novosielski's remarks, it is improper for the presiding officer to move the Previous Question, in whatever form, from the chair, either because he personally dislikes or is tired of the debate or judges for the assembly that the assembly wants debate to end and the proceedings to move on.
