If an elected Executive Board meeting had business and voting to accomplish in a monthly, scheduled meeting, are guests allowed to be present?

That’s up to the board.

Non-elected Board Members?

Board members have a right to be present regardless of how they became board members.

Guests have no right to attend, unless your rules say otherwise, but the Executive Board could choose to allow them. As for non-elected Board Members, I don't know exactly what this refers to, but members of the Executive Board have a right to be present, and non-members have no such right but the Executive Board may permit them.
