Can two organizations who share members hold a joint or simulatenous meeting?  Would both organizations have to call each meeting to order?  How would Roberts Rule follow the agenda of two meetings simulatenously?  We have an HOA and a Clubhouse Board for our neighborhood.  The residents are members of both organizations.  We have in the past held the HOA meeting then followed by the Clubhouse meeting.  We want to hold them simulatenously this year and do 1 joint meeting.  How is this possible?

RONR has no rules on these matters, since RONR does not permit joint meetings.

Just as you can't be in two places at once, you can't be running two meetings simultaneously.

If you want to have one meeting, you could consolidate or merge the associations, but I'm assuming there is something preventing you from doing that. And whatever that reason is, it's likely the same reason why you want to keep the business of the two associations separate.

In an earlier life, two professional organizations in my field had a tradition of holding a joint week-long annual convention.  My understanding is that the business meetings were held on different days during that week.  This would be acceptable.
